Firstly, the Crime and Disorder Act 1998 enhanced the role of local authorities in community safety. This increased the range of services provided by local authorities, and their use of contracted staff.
Secondly, in response to the Private Security Industry Act 2001, licensing for security guards was phased in. It is now illegal to work in security without a Security Industry Authority (SIA) licence. This means that by selective purchasing, local authorities have far more control over effective deterrents against antisocial behaviour and vandalism.
